The Santa Monica Mountains Zone was defined and referenced in the establishing legislation of the park. It represents a type of "sphere of influence" within which lands were considered for potential park acquisition and/or inclusion in the park boundary. The boundary incorporates the entire Santa Monica Mountain range and the entire Malibu Creek Watershed (which extends beyond the Santa Monica Mountains to the north).
