This report is based upon the legislative history of several acts, the two most important being Sec. 705 of the National Parks and Recreation Act of 1978, which designates the Middle Delaware as a scenic and recreational river, and PL 89-158, the 1965 act which established the Delaware Water Gap as a national recreation area. Other pertinent acts include the Wild and Scenic Rivers Act, PL 92-575, which appropriated additional funds for the acquisition of land, the Delaware River Basin Compact, and the Flood Control Act of 1962. The goal of this report is to discern the legislative intent concerning recreational resource management and, in particular, recreational carrying capacity and limits of acceptable change
