This research plan is designated for the investigation of river recreation use and carrying capacity of three rivers. This cooperative research will define the research questions, isolate and prioritize components of the problem that are researchable, and, in partnership with resource administrators, conduct studies to answer the prioritized questions. Research has an important role, but public and political input is even more important.
