An announcement was issued by the National Park Service in 1975 stating the no artificial stocking of exotic fish species was to be allowed within the parks' boundaries. This change in policy caused an uproar amongst certain interested groups and parties, thus causing the parks to take a serious look at their aquatic resources to be able to quantify the damage being done by alien species. This manuscript provides baseline data for these purposes. The following topics are covered within the scope of this draft manuscript: descriptions of the aquatic ecosystems involved in terms of biotic and abiotic factors; distribution and population of native trout; human influence on fishing resources; stocking practices and costs; public attitude on resource use; and policy alternatives. This document is a summary of all available information on aquatic resources, fishery use as of 1978, and results of the special studies conducted between 1976 and 1978 in response to the no-stocking moratorium.
