This article asserts that to help to solve current problems in conservation biology three things should be done: 1) investigate the autecology and natural history of rare species; 2) test hypotheses concerning population persistence through laboratory and field experimentation; and 3) work to establish and implement a national policy for maintaining biodiversity on U. S. public lands. This article critiques Yellowstone's policy of "natural regulation" on topics ranging from wildlife management to human impact regulations and rules.
