This report is an "informal" evaluation of Gateway's first year of operation because anyone familiar with this new national recreation area will know how much of what occurred during the 1974 season is omitted from our analysis. Especially glaring is the lack of material from Sandy Hook. Due to limitations of personnel and resources, is was not possible for us to schedule observations at this major Gateway unit, but it will receive its full share of attention in future evaluation efforts. Fortunately, the National Capital Parks planning team did spend much of its time during the 1974 season at Sandy Hook. The draft development concept plan they produced for this area incorporates information about the summer season. From the planner's vantage, at least, Sandy Hook has not been slighted. In general, we have attempted to document the broad dimensions of human behavior at Gateway's public areas. We also have attempted to capture the ethos of the park's human ecology; that is, we wish to convey to the reader something of what the average visitor to the park might experience on any sunny Sunday in July. Qualitative data based on lengthy periods of participant-observation at selected areas within the park and extended conversations with visitors and park personnel form the basis for most of the material in the report. The New York City Planning Commission's Gateway transportation study team carried out a series of origin-destination studies during the summer, and in most cases Gateway unit managers attempted to collect visitation data of various types. These data are incorporated in the report wherever possible.
