(Adapted from author's abstract.) This thesis presents a subjective appraisal of allowable resource use over time and space. It is based on an inventory of existing natural resources literature for the upper Yukon River between Eagle and Circle, supplemented with data from field reconnaissance. Hydroelectric, oil and gas, and recreation resources have high potentials; timber, fisheries, and agriculture have good potentials for local use. Management guidelines presented are based on evaluation of their effects on three populations that include 1) pergrine falcons, 2) river residents, and 3) wildland recreationists. The guidelines are similar in concept to land use zoning with some areas having more allowable activities than others.
