This management plan provides operational guidelines for implementing NPS policy. It calls for a management regime that creates a set of opportunities ranging from activities that require some rustic facilities and accommodations to those that require more skill, self-reliance, and a desire to interact with nature on its own terms. The goal of this plan is to provide operational guidelines for the implementation of policy. Specific objectives are to provide for visitor enjoyment while preventing impairment of the resources. Concerns related to backcountry use of rivers and lakes are addressed in a separate plan.
