Recent attention to the Virgin's other resources has revealed emerging interest in the public values of the river—the rich and diverse wildlife, the numerous habitat providing riparian areas, and the opportunities for aesthetic and recreational experience. There is a great deal of public concern about the future of the Virgin. There is clearly a need, then, to create a balance in Virgin River management, and to protect the river's natural regime to the extent that it remains. This report is offered as a "blueprint" for a process to restore that balance.
