The National Park System includes three categories of areas: natural, historical, and recreation. A single broad management concept for the three categories would be inadequate both for the proper preservation of such distinct areas and for the realization of their full potential for public use, as embodied in the expressions of congressional policy. Each of the categories requires a separate management concept and a separate set of management principles. Because Lake Mead National Recreation Area is in the recreation-area category, the applicable policies for wilderness use and management, printed in the back of this booklet, differ somewhat from those that apply to areas in the natural-area and historical-area categories. It is for this reason that uses and activities permitted within proposed wilderness at Lake Mead may differ from those allowed in units in the natural-area category, which constitute the majority of areas where wilderness proposals have been developed.
