The Water Science and Technology Board of the National Research Council agreed to conduct a review of the GCES of the lower Colorado River. This report includes criticism of the GCES studies, advice for future study of this and other rivers, and recommendations for further studies to test predicted outcomes of releases. The Committee reviews the results and performance of thirty GCES studies and the Bureau of Reclamation's planning and management of this project. The study includes the integration of the GCES into a decision-making report to the Bureau of Reclamation, and use of the GCES results for management of the Colorado River, the Grand Canyon and the Glen Canyon Dam.
