The Olympic Provincial Advisory Committee (OPAC), formed pursuant to the President's Northwest Forest Plan, is composed of representatives from government, private industry, tribes, and non-profit organizations concerned about labor and environmental issues. One of teh OPAC's purposes is to share information about land management issues affecting watershed stake holders within the Olympic Province. In February 1997, the OPAC identified the need to monitor the effectivenss of watershed restoration projects implemented within the Olympic Province. ... This document contains three main sections. Section I provides and introduction to the monitoring strategy, its goals and objectives, while providing background information for context. ... Section II presents the Team's recommended technical approaches in the areas of sediment reduction, instream restoration, and riparian restoration. ... The third section of Appendix suports the other two sections of the document.
