The Olympic National Park (ONP) proposes to construct a new greenhouse and nursery facility to replace the existing deteriorating facility located within ONP headquarters in Port Angeles, Washington. The new facility will be located outside park boundaries within Clallam County at Robin Hill County Park, southwest of Sequim. ONP conducted an Environmental Assessment (March 2005) to determine the purpose and need for the project, and to evaluate site alternatives. The Robin Hill County Park was selected as the preferred location for the new ONP Plant Propagation Facility. ... ONP plans to retain a primary nursery facility following completion of the Elwha River Restoration Project to continue its successful native plant production program. Certain species of Olympic National Park's native flora are difficult to produce and are not available in large quantities from commercial growers or government agency sources.... Additionally, National Park Serivce Management Policies (2001) mandate that the park use plants derived from the local species and gene pools native to the ecosystem within which a particular restoration project occurs.
