Although the NPS recognizes that the Yarborough Pass Facility was a vital component in a system that included the State 228 Lease and the State 233 Lease, insofar as it was the only facility through which oil or gas produced from those leases could be gathered for transport, the NPS does not "include[] the Yarborough Pass Gas Gathering Facility and the State Lease A-228 water well within its definition of the Laguna State A-233 lease," as you state in your June 5 letter. For that reason we believe that the "call language"in the tendered letter of credit is misleading.
