Pursuant to that certain letter of approval dated December 14, 1999, and the accompanying Finding of No Significant Impact dated November 29, 1999 in connection with Vector Energy's Plan of Operations for the Dunn McCampbell A Lease (collectively the "Permit"), BNP Petroleum Corporation, as successor operator under such Plan of Operations, tenders this letter as notice of its intention to workover and deepen the Dunn McCampbell A-3 Well in an effort to restore production from such well and to preserve the oil and gas leases that will terminate absent such efforts. This operation will be conducted in accordance with the Permit and pursuant to existing procedures contemplated in the referenced Plan of Operations. Furthermore, such operation will be conducted in a manner consistent with BNP's ongoing operations at Padre Island National Seashore. No new surface disturbance will occur as a result of the operations contemplated herein. In fact, as noted below, the planned operations can be synchronized with other permitted activities in order to greatly reduce beach traffic. BNP will use existing roads and the existing A-3 site in conducting the operations contemplated herein, and no modifications to the existing site are necessary. The above workover operation will take approximately 60 days to complete. During such operations, there will be daily truck traffic along the beach transporting personnel and supplies necessary for the operation. BNP anticipates using the Parker Rig currently drilling under an existing Peach Plan of Operations. As such, the operation contemplated in this notice can be conducted utilizing the same equipment following the drilling of the Kindee ST. 212 #1 well. This will greatly reduce mobilization efforts and beach traffic. The operation contemplated in this notice will take place immediately thereafter without the need for a second mobilization and de-mobilization effort.
