FYI, Darrell and Mark have been dealing with BNP on well work it performed on A-3, a well under the old Vector plan of operations. BNPwas performing a workover on the well similar to the work performed on A-8. They ran into mechanical problems downhole and proceeded into a plugging mode. They did not correspond w/the park or RCT to get exceptions to plugging requirements (necessitated by downhole conditions). End result - an improperly plugged well. I reviewed the daily workover reports to confirm. Railroad Commi~sion instructing BNP to provide new plugging proposal to remedy existing deficiencies. Park has asked me to review procedure for conformance with NPS requirements when available. Well plugging is an action within the approved plan of operations. On another note, BNPwas also under the impression that they could move over a little on the A-3 location and actually drill a replacement well under the existing plan of operations. Park put the skids on that thought as new drilling is outside the scope of the approved plan of operations
