As a followup to our phone conversation this morning, I researched the Vector Energy plan of operations and found the commitment that the wells would be plugged according to not only Railroad Commission statewide rules in addition to the Onshore Order: It is stated in Section V(K) Plugging Procedures, as follows: "All wells will be plugged in accordance with Texas Railroad Commission regulations governing plugging procedures, and the Department of the Interior's Onshore Oil and Gas Order Number 2. Each plug and abandonment proposal will be submitted in detail to the NPS as an addendum to this Plan of Operation." Vector Energy Corporation's plan of operations for the Dunn-McCampbell A Lease was approved on November 29, 1999. Sometime in 2002-2004, BNP Petroleum Corporation assumed interest in the operations and ratified the plan. Unfortunately, I do not have any records documenting the transfer of interest in my project files. Neverthess, when the A-3 well is properly replugged, it needs to follow not only statewide plugging standards, but the additional measures required under the Onshore Oil and Gas Order #2.
