Implementation plan for orchard treatment and preservation maintenance. The plan includes FMSS data. Prepared by the NPS Pacific West Region’s Cultural Landscapes Program, this document is a guide to the preservation maintenance of the park’s historic orchards and fruit trees associated with Japanese-American internment in World War II. Today, the park’s orchards reflect the pre-war history of the Owens Valley in California as a center for orchard horticulture and are a tangible link to the Manzanar War Relocation Center, where internees tended and harvested the fruit trees for sustenance. This Orchard Management Plan is the first NPS Cultural Landscapes Program management plan to link preservation maintenance to the NPS Facility Management Software System (FMSS). One chapter of the document is devoted to FMSS data, which provides a recommended asset hierarchy and work order templates for preventative, deferred and recurring maintenance activities. The focus of the document is on the cyclic work needed to preserve the park’s orchards and fruit trees in perpetuity (through skillful care and eventual replacement-in-kind), but a description of the history and historic significance of the orchards is also included. While this Orchard Management Plan was prepared primarily for the resource and facility managers of Manzanar National Historic Site, the content and approach may be informative to other management planning efforts, particularly in the integration of preservation maintenance needs with FMSS. As the database and conduit for tracking the condition, maintenance requirements and funding needs for NPS maintained facilities, including cultural landscapes, FMSS is key to resource stewardship in the future. The vision and objectives for the Orchard Management Plan were supported by the park’s General Management Plan and the Cultural Landscape Report. Preparation of the document involved the valuable collaboration of park staff and the Olmsted Center for Landscape Preservation. Their contributions to the preservation of Manzanar National Historic Site are gratefully acknowledged.
