The primary objective of the GIS Program Plan was to develop a comprehensive geo-spatial database and a multi-thematic approach to implementing a GIS program for the Congaree Swamp National Monument. This program creates a consolidated GIs framework from which theme layers and their databases will be easy to manage, update, and overlay with the COSW boundary and other georeferenced base layers. This framework is based on the utilization of the National Park Service Theme Manager (TM) Software and National Oceanic and Atmospheric Administration's (NOAA) automated metadata creation tools. An additional CIS objective was the development of base layers beyond the COSW boundary, creating a regional perspective of external influences and changes that might affect the COSW. Savannah River Ecology Laboratory located, identified, inventoried and cataloged all available GIs data for the COSW. Seven theme categories were developed to create theme lists, manage theme layers, and load themes with the NPS TM. SREL was tasked to develop specialized or desired future layers for the COSW.
