C.H. Fenstermaker and Associates, under the guidance of the National Park Service, U.S. Department of the Interior (NPS), has prepared this Environmental Assessment (EA), on behalf of Aspect Energy, LLC, for the proposed exploration and production of four (4) independent oil and gas wells near the Barataria Preserve of Jean Lafitte National Historical Park and Preserve. The proposed action includes a drilling slip with associated improvements including mooring pile clusters, drilling equipment, production facilities, pipelines, and temporary living quarters. The facilities would be used for exploration and production of oil and gas from the Couba Island Field. The intent of this EA is to assess and disclose the known and potential environmental consequences, both beneficial and adverse, associated with the proposed action. This section (Section 1.0) describes the proposed action and presents the purpose of and need for the proposed action. Section 2.0 discusses the impact topics. Section 3.0 describes the alternatives to the proposed action that were analyzed for the EA, and identifies operational and environmental criteria that were used to evaluate and compare the alternatives. Section 4.0 discusses the potentially affected environment and potential environmental issues that are the focus of the EA, while Section 5.0 identifies and analyzes the potential environmental consequences Section 6.0 discusses associated mitigation measures. Sections 7.0 through 10.0 present additional information required by the NEPA process.
