' This paper explores the theory and applications of carrying capacity to the national parks. Primary emphasis is placed on development and application of Visitor Expereince and Resource Protection (VERP), a framework for managing carrying capacity in the national park system. The first section briefly traces the theoretical development of the carrying capacity concept. The second section describes development of the VERP framework by the National Park Service, and the third section describes application of VERP at several units of the national park system. The final section concludes that VERP represetns a 'program that works' in helping the National Park Service manage the issue of carrying capacity.'
