'In September 1976, the Maine Bureau of Parks and Recreation, in cooperation with the State Planning Office, initiated a study to identify sites of outstanding significance in Maine's coastal area. Sites were sought which would be suitable for one or more forms of outdoor recreation and which could be considered worthy of protection because of the importance of their natural features.' 'The objectives of the report are; -to compile, update, and coordinate information on recreation/conservation activities and potential activities on Maine coastal islands; -to make this information available to various public and private agencies concerned with the use of coastal islands; and -to offer suggestions, based on data gathered, for the management of coastal islands for protection and recreation by public and private conservation agencies.'
