From the preface: "Citizens and local officials in many Maine towns have asked about the effect land conservation may have on their property tax bills. They are concerned that the acquisition of land or interests in land by conservation organizations results in land value being removed from the tax rolls, and that taxes no longer paid on a protected parcel must be shifted to other taxpayers. They also are concerned that permanently protected land cannot be developed into something that could pay more taxes than open land--such as a commercial enterprise--that might reduce tax bills, or at least slow the rate of increase. It is clear that the property tax is an important concern, and this report attempts to provide some real numbers. It purposely limits its scope to the property tax, and does not attempt to factor in considerations such as the quality of life, the rural character of the town, or the health of the ecosystem."
