From the Executive Summary: "Estimates of carriage road use levels indicate that crowding standards were not violated. Twenty one days had more than 2,000 estimated carriage road visitors. The highest daily use estimate was 3,024 on August 13, but this was not high enough to pass our 80% one-tailed confidence level test for the 3,000 visitor-per-day standard. Mean daily use estimates in July and August were higher than most previous years. Thirteen years of data still show no trend of either increasing or decreasing use, though August 2006, 2007, and 2008 show consistently high use when compared with previous years. Carriage road use monitoring will continue in 2009 using the same methods, and will include behavior questionnaires. We will pay close attention to the electronic trail counter performance and the weather given the questionable performance this year.
