1-paragraph summary of a paper given at the conference, quoted here in its entirety: 'Acadia National Park started its Water Resources Management Plan (WRMP) in 1993 with anticipated completion in 1999. Developed to meet unique park needs, our WRMP is substantially different from those completed from other parks; its focus is strategic rather than a detailed action plan with project statements. The WRMP has become a vehicle for the park to articulate publicly positions on controversial water resource issues that the 1992 General Management Plan did not substantially address. To reduce some of the potential controversy, the park sought comments from the State of Maine before the plan was released for public review. Because important research and legislative opportunities became available during the plan's development, the park implemented several alternatives identified in the draft WRMP. The WRMP has gone through a significant evolution since 1993 including changes in the fundamental approach to addressing key issues, authorship, and major revision of key, contractor-written chapters that did not represent adequately the park's position.'
