This guidance document summarizes existing and emerging deposition analysis tools and explains when and how these tools should be applied. It reflects the Federal Land Managers' commitment to continue to develop consistent, predictable review processes for New Source Review permits and Environmental Assessments and/or Environmental Impact Statements under NEPA. The information and procedures outlined in this document are generally applicable to both Class I and Class II areas for evaluating the effect of increased nitrogen or sulfur deposition.
