In response to your recent inquiry to Mr. Pat O'Dell, NPS Petroleum Engineer, the following information is provided to help Bright and Company design a plugging program that will meet NPS requirements. These guidance does not address any additional requirements that the Railroad Commission of Texas may impose. The NPS goals in plugging a well can be summarized as follows: to protect the zones of usable water from pollution, and to prevent escape of oil, gas, or other fluids to the surface or other zones.
