Thanks! Revised 1) Reference to our regs, 2) the quote from the enabling statute (the author wasn't 100% correct), 3) use of passive voice (made it active--eliminated many of the is, are, was, etc). Also at Jim's suggestion, added in response to Texas RR Commission regs.
