The Coastal Coordination Council cannot at this time issue a consistency decision on the Plan of Operations and Environmental Assessment for Exploratory Drilling and Production of the Dunn-McCampbell #1 Gas Well within Padre Island National Seashore. The Council will not be authorized to issue consistency decisions until the Texas Coastal Management Program (CMP) obtains federal approval from the National Oceanic and Atmospheric Administration. Program approval is expected in the summer of 1995. Until such time as the CMP is federally approved, your agency need not seek a consistency decision from the Council. I have enclosed the federal regulations and the proposed state rules governing federal consistency review for your information.
