The U.S. Fish and Wildlife Service (Service) has reviewed a Public Notice for Department of the Army Permit Application 20050, dated July 22, 1994. The applicant, Bright & Company, has requested authorization to construct an access road and drill site across isolated wetlands. The project site is located in the Padre Island National seashore, approximately 4 miles north of Baffin Bay, in Kleberg County, Texas. Additionally, the Service reviewed an informal Section 7 consultation biological assessment, prepared by the National park Service, dated July 21, 1994, and a Plan of Operations prepared by the National Park service, dated July 12, 1994 for the proposed project.
