In response to your letter of March 9, 1984 to Mr. G. Howard Dearing, we herewith are submitting our Plan of Operations for the next five years for the referenced surface lease. While Chevron feels that 16 USCS 459-d-3(b) removes us of the legal duty to file this Plan of Operation, we are happy to do so in order to cooperate with the Padre Island National Seashore in insuring a better environment for us all. Please review our Plan and advise us if anything further may be required in order to approve the Plan and issue a new Special Use Permit.
