As per your request of January 25, 1993, documentation of the former Chevron Field Shore Facilities at Padre Island National Seashore is enclosed. This site was abandoned as outlined in the Supplemental to the Plan of Operations dated April 24, 1985 in conjunction with the Special Use Permit Number 7490-36. The facilities for this site originally housed a large tank battery, several separators, and other facilities for the partial refining and storage of petroleum products. Original remediation of this site included removing all fences, cattle guards, roads except the entrance road, concrete slabs, foundations, piping, etc. The site was then analyzed for contamination and Disposal Systems Incorporated was contracted to perform soil cleanup. The site was finally graded to match the original grades and seed bearing hay native to Padre Island was dispersed over the area. Three pictures of the original site are attached. The site was found to be acceptable through Chevron's letter of October 2, 1986 which was signed by Padre Island Chief Ranger Max Hancock. Subsequent to this acceptance, an area of 150 x 300 feet has shown extensive signs of contamination. The soil cannot support vegetation and has a strong smell of hydrocarbons. Also, the shell road to the beach was not properly reclaimed leaving an area 15 feet wide, 600-650 feet long, and 3-6 inches deep which has not fully revegetated. Nine pictures taken in February of this year are attached which show the extent of contamination.
