The National Park Service (NPS) has reviewed the Environmental Remediation Work Plan submitted by Chevron U.S.A., for the Closed Shorebase Production Facility, Padre Island National Seashore. We find that while it addresses many of the elements of the site Characterization guidance we provided to Chevron, it still fails to address the complete characterization of contaminants of concern at the site that may be present in soil and groundwater resources, as well as fully characterizing groundwater as a transport pathway.
