The Proposed Action considered in this document includes the expansion of approximately 7.7 acres (3.1 hectares) of land in four parcels at Fort Rosecrans National Cemetery in San Diego, California; construction of new columbarium walls in one of the expansion areas (Parcel 2); and relocation of the perimeter fence along the boundary of Parcel 2. The proposed construction will consist of new columbarium wall units, minor grading, relocation of the existing chain link perimeter fence in a portion of Parcel 2, landscape restoration, and minor changes to the existing storm drainage facilities on-site. It is the intent of VA to use a portion of Parcel 2, the 4.5-acre (1.8-hectare) expansion area on the eastern side of the cemetery, as the first phase of development. Parcels 1, 3, and 4 of the expansion area could be developed later to accommodate the cemetery’s future expansion requirements.
