The water quality baseline study for the Shores at Kohanaiki development has been undertaken using an agency-approved water quality monitoring plan. This program collects and analyzes water quality samples along eight marine onshore-offshore transects; five of these transects are located in the waters fronting the Kohanaiki project site, the sixth is 1.2 km to the north (near Wawaloli Beach) and the last two are to the south, being located offshore of the Kaloko-Honokohau National Historical Parlk Data from the three transects located away from the project site serve as controls and are used for comparative purposes. Eight samples are collected on each transect thus 40 samples are collected offshore of the project site and 24 from the three control site transects during each sampling period for the marine portion of the monitoring program. The Hawaii State Department ofHeallh Administrative Rules require the collection of marine water quality samples on three separate occasions within a two-week period to establish preliminary baseline conditions. Accordingly, marine sampling was carried out on 3, 5 and 18 April 2005 providing preliminary baseline conditions. Subsequently, a final preconstruction survey was carried out in June 2005. Preliminary access road construction commenced in July 2005 at Kohanaiki and site grading signaling the start of construction began in September 2005 . Water quality monitoring has been carried out in late September and November 2005 and again in early February 2006. This document summarizes the results of these surveys as well as presents the findings of the Audubon International Monitoring Program and the baseline pesticide survey results.
