The study examines the national significance of the Sand Creek Massacre Site, and presents distinctively different alternative concepts and management options for the protection, commemoration, and public use of the site. The purpose of this study is to provide the United States Congress with a professional analysis of whether the Sand Creek Massacre site in Kiowa County, Colorado, is a suitable and feasible addition to the National Park System.
