The goal of the Landscape Stabilization Plan for Manzanar National Historic Site is to halt deterioration of landscape features and prevent the loss of important cultural and natural resources. Some of the remnant landscape features are in critical condition, while others are surviving fairly well given the harsh environmental conditions and lack of regular maintenance prior to NPS management. This document focuses on stabilization activities on features that are in the most threatened condition. The work identified as a result of the condition assessment was divided into four categories or priorities, with Priority 1 addressing features with the most critical needs and Priority 4 work addressing features that are in good condition with minor or little need for stabilization. This helps to ensure that financial resources are expended on features that are in the most severe state of disrepair. The project team along with park staff identified the most critical features to be the orchards, specific archeological/built features or remnants, unique or specimen vegetation, allees, and vegetation along the tour road. Most recommendations provided by this plan are conservative stabilization procedures recommended to halt deterioration and prevent loss until the Cultural Landscape Report and Treatment Plan provides additional historic information to make more informed decisions. Until such time, these stabilization procedures should be carefully implemented to ensure the health and safety of visitors and employees with minimal disturbance to the features that embody the historic character of the property. The plan was formatted in two reports. One provided a detailed inventory and condition assessment of landscape features and the necessary stabilization actions. The second consolidates technical information and serves as a reference manual to supplement and guide landscape stabilization activities. A third notebook consolidated the stabilization procedures from Volume 1 into a field guide for easy reference.
