Texas Eastern has retained a registered professinal surveyor to perform work necessary to satisfy the Padre Island National Seashore (PINS)and Corps of Engineers (mE) information requirements. Texas Eastern plans to have the surveyor perform the following: 12" Pipeline: 1. Survey the pipeline and prepare a plat showingthe location of the line and all associated valves, corrosion control equipment, and all other surface and subsurface structures and equipmentassociated with the pipeline. 2. Showon the plat the right-of-way or working space reuqired for repair, replacement, or removal equipment (Le., 50 ft either side of pipeline). 3. Showon the plat PINSboundaries, Gulf Intracoastal Waterway(GIWW), shorelines, islands, roadways(including access road), powerlines, and other surface improvementsassociated with the pipeline. 4. Prepare typical section views of the pipeline and associated equipment and structures identified in no. 1, above. 4" Pipeline (ProposedAbandonment): 1. Survey the pipeline and prepare a plat showingthe location of the line and all associated valves, corrosion control equipment, and all other surface and subsurface structures and equipmentassociated with the pipeline. 2. At 200-ft intervals along the line, measurethe depth of cover and the elevation (using mE datum, MLT)of the bay bottom (or wetland area) over the line and prepare a profile of this information. 3. Showon the plat the right-of-way or working space required for repair, replacement, or removal equipment (Le., 25 ft either side of the pipeline). 4. Showon plat the access route (s) for equipnent to be used for pipeline repair and abandonmentwork. 5. Showon plat the PINSboundary, GIWWs,horelines, islands, equipnent access routes, basins, temporary excavation and fill areas, equipnent work areas, and other surface areas associated with the pipeline operation and abandonment. 6. PrePare typical section views of (a) pipeline and associated structures identified in no. 1, above, (b) temporary excavation and fill areas for pipeline repair, removal, and abandonment,and (c) access channels and basins to be used for abandonmentequipnent near the GIWW. Texas Eastern does not propose to perform a wetland delineation. Belaire Consulting, Inc. (BCI)will mapvegetation, including wetlands and seagrasses. The wetlands mappingwill be sufficient to satisfy PINSinformation requirements for a Plan of Operations for both the 12" and 4" pipelines (see BCI's letter of April 30, 1994). The seagrass mappingwill be sufficient to satisfy the PINSrequirements for the 12" line and caE requirements for the 4" line (see BCI's letters of April 30, 1994, and May27, 1994). Excacvation and fill in wetlands or seagrass wouldbe limited to minor temporary actions necessary to repair the 12" line or to abandonthe 4" line. Please advise meat the earliest possible time if a formal caE wetland delineation will be required by either the caE or PINS. If a delineation is required, then the wetland boundaries wouldbe surveyed.
