This historic structure report was produced for Petersburg National Battlefield in support of a project to rehabilitate Poplar Grove National Cemetery, an entity of the park. As part of the overall project, the parking would be upgraded, headstones replaced and set upright, and landscape upgrades would be made in order to meet accessibility standards and bring the cemetery closer to its appearance at the end of the War Department ownership of the site in 1933. As part of the project, the Superintendent’s Lodge, the Lodge Stables Building, and the Lodge Utility Building would also be rehabilitated to better meet visitor and staff needs as a cemetery contact station, maintenance facility, and visitor restroom. This document will guide work on these buildings. This HSR records changes made by the War Department, prior to NPS ownership, and alterations that occurred under NPS stewardship. The technical evaluations provide an understanding of the historical integrity of these structures. This information is valuable for guiding development of the cemetery by offering research and insight to park management. The contents are used by the park when scoping new projects. These new projects contain parameters for re-use functions and physical modifications that complement resource protection and preservation goals. This HSR informs management and directs construction alternatives.
