The purpose of this study is to provide basic historical data needed to plan the restoration, preservation, and interpretation of the Clara Barton House, its outbuildings, and the grounds. Part I: In December 2000, the National Park Service decided to expand the Developmental History Section of the Historic Structure Report for the Clara Barton National Historic Site (CLBA) as a stand-alone document. The focus of the project was to add any new information on the site to the historical record. The George Washington Memorial Park (GWMP). the park unit that administers the Clara Barton House, was looking particularly for information that might shed light on Dr. Julian B. Hubbell, his role in the American Red Cross, his room at Glen Echo, and the adjoining room that served as Clara Barton's sitting room. This report is the result of that effort. Titled "Volume V because it contains background historical information, this report must be used in conjunction with Volume II: Clara Barton Historic Structures Report, Physical History and Condition Assessment, produced by Oehrlein & Associates Architects (90% submission) in 1997. Volume I, while necessarily repeating some of the same chronological history, broadens the developmental history discussion and evaluates the house based on new research that was outside the scope of work for Volume II. Part II: This report is intended to update the Historic Structure Report prepared for the Clara Barton National Historic Site in October, 1977 by Charles W. Snell. This report is to some extent based on that earlier report and its addendum. Additional information has been gained through an extensive examination and analysis of the building fabric supplemented by limited additional historical research conducted at the site. Sources referenced at the site include the Historic Grounds Report, the Historic Furnishings Report/HFC, the justification for "A Clara Barton National Memorial to be created at Glen Echo"', the National Register Nomination, the restoration files, and the historic photograph collection. Part III: This project scope includes an investigation of the painted finishes and wallpapers in two second-story rooms: Miss Barton's sitting room and Dr. Hubbell's bedroom. . . . The finishes study will include paint sampling from all elements of these two rooms, including floors, woodwork, and plaster walls and ceilings. Samples of wallpaper layers ("sandwiches") will also be removed from walls and ceilings, the sample size to include full pattern repeat of not only the surface wallpaper, but also of the wallpapers.
