The purpose of the plan is to describe the site, the preliminary designs of the repository and the waste package, and the waste-emplacement environment in sufficient detail so that the basis for the sitecharacterization program can be understood. Also to identify the issues to be resolved during site characterization, including the issues related to site suitability; to present the strategy for resolving the issues; and to identify the information needed to resolve the issues, and to describe general plans for the work needed to obtain the information deemed necessary and to resolve outstanding issues.
