Conference of Governors meeting to consider measures for the conservation of the country's natural resources. The idea of conserving the Nation's resources arose partly from the recent forestry movement, partly from the still more recent waterway movement. The germ of the idea took form in an address by President Roosevelt before the Society of American Foresters (of which he was and is an associate member), March 26, 1903.
