The New Jersey Statewide Comprehensive Outdoor Recreation Plan (SCORP) is preparedevery five years by the New Jersey Department of Environmental Protection’s Green AcresProgram to provide statewide policy direction on open space and recreation issues. Thepreparation of the SCORP also maintains New Jersey’s eligibility to receive funding fromthe Land and Water Conservation Fund, administered by the National Park Service. TheSCORP serves as a status report, strategic plan and guide for natural and recreationalresource protection and planning. The 2003 SCORP has been prepared to meet the following goals:1. To preserve sufficient amounts of open space for current and future public use and toutilize the environmental protection amenities of open space to protect importantnatural resources for the enhancement of the quality of life in New Jersey.2. To promote the development of parks in New Jersey’s urban and suburban centers tosupport revitalization efforts and to provide close to home recreation opportunities forresidents statewide.3. To present current information on the supply, demand and need for recreation andopen space in New Jersey.4. To implement open space and recreation planning policies and projects that areconsistent with New Jersey’s smart growth principles and the State Development andRedevelopment Plan.5. To encourage coordinated open space and recreation planning, acquisition anddevelopment initiatives of local governments and conservation organizations.6. To effectively use funds from the Garden State Preservation Trust, Land and WaterConservation Fund, Forest Legacy Program, Pinelands Section 502 Program and othersources of funding which may become available.
