Land Use Change Early Warning System

The objectives of year two of “Development of a Land Use Change Early Warning System” were to expand the land use early warning system to additional parks and begin implementation of the land use early warning approach developed in Phase 1 at SAAN. Similar in nature to the year one tasks, the following tasks were conducted at PAAL, JELA, and VICK: Task 1: Identify jurisdictions and properties within a pre-determined buffer outside of the park boundary of the above referenced park units. For each of the three parks, an “Area of Interest” was determined based on discussions with park staff. Government agencies or other pertinent entities that either participate in land use change policies or gather data relevant to land use change were identified. Each park is addressed in detail below. Task 2: Identify and evaluate data sources for availability, quality, quantity, consistency, and format. Contact was made with each of the entities identified through Task 1 above and, when applicable, data collected by the jurisdictions were evaluated for their availability, quality for use in monitoring, frequency and consistency, and data format. Park-specific data is outlined below. Task 3: Collect pertinent data Data was collected for each study area by park. The availability of temporal data, such as zoning and parcel data, varies by park. Base, or ancillary data, was collected for all three parks. Park-specific data is outlined below. Task 4: Develop a geodatabase A geodatabase was developed for each park to include all the data collected in Task 3. This allows all the data to be organized and accessed using a GIS. When possible, layers collected from the 3rd party sources are accompanied by FGDC compliant metadata. Task 5: Develop protocols by which local jurisdictions report collected data on a regular basis. An outline and schedule of applicable meeting schedules, agendas, and locations of previous meetings minutes are provided for entities that have a role in land use change.
