After many years of legislative efforts, environmental assessments, planning and public input by individuals and groups holding concern for the future of the Rio Grande River in Southwest Texas, a final General Management Plan was developed to guide management of the Rio Grande Wild and Scenic River. This paper, produced with impetus by Park Superintendent Jim Carrico, is to serve the purpose of consolidating the events, conditions, and opinions which led to adoption of the 1981 General Management Plan for the Rio Grande Wild and Scenic River.
