The following Standard Operating Procedure (SOP) outlines the procedure involved in generating a spatially-balanced random sample (SBS), as part of a design-based approach, for non-aquatic SECN monitoring (i.e., amphibian, landbird, and vegetation communities, fire fuels, and saltmarsh Vital Signs). The amphibian, landbird, and vegetation communities, and fire fuels are collectively referred to as the “terrestrial Vital Signs” throughout this document. This document does not include the methods for generating a SBS for streams / stream lengths (see Stevens and Olsen 2004 for methods). A Reversed Randomized Quadrant-Recursive Raster (RRQRR) algorithm is used to generate the SBS in ArcGIS 9.1 and ArcGIS 9.3.1 (Theobald et al. 2007). The sample-generation process is the same for the two versions of ArcGIS, but the installation of specific software is necessary for proper functionality in ArcGIS 9.3.1; which is detailed in a following section. This SOP identifies the necessary files, supplemental instructions to those presented in Theobald and Norman (2006), and sampling-location selection criteria.
