During the 1995 Legislative Session, CSIHB 2111 was passed which established the Florida Game and Fresh Water Fish Commission (GFC) as the lead agency in the "design and implementation of a demonstration project to develop a voluntary, incentive-based, resource and land management planning process." This report is submitted in partial fulfillment of obligations mandated in that legislation. A majority of the states wildlife and the habitats upon which it depends is in private ownership. Prudent management of these lands is critical to the future of Florida:S wildlife and their habitats. Privately-owned lands are integral parts of Florida ecosystems and must be included in comprehensive ecosystems management plans. Private landowners are important partners with government in the management of Florida's wildlife and the ecosystems in which they live. Currently, they receive no compensation for many conservation practices already in-place. They are often heavily regulated by government and would benefit from participation in a program like the one this project was designed to develop.
