A review of the Artificial Reef Program that was established in 1981, administered by the Department of Environmental Resources Management and the recommendations for restoring and enhancing coastal resources. The Dade County Artificial Reef Program was established in 1981, and has been administered by the Department of Environmental Resources Management (DERM), along with several other programs whose principal goal was to restore and enhance the values and qualities of coastal resources. Artificial reef materials provide an alternative hard substrate in areas where it does not naturally exist or where bottom habitats had been damaged by past development practices. The artificial reefs provide a stable substrate for attached plants and animals, which together with the man-made materials provide habitat for fish and other larger marine life. However, artificial reef construction in Miami's coastal waters predates the Dade County program by more than five decades. [...]
