Summary of Recommendations: Pursuant to the authority of Title III of the Marine Protection, Research and Sanctuaries Act of 1972 (Pub. L. 92-532; 86 Stat. 1061) and the rules thereunder, nomination is made for the designation of a marine sanctuary: 1. To include the ocean area from the Northern Boundary of the Biscayne National Monument to the Southern Boundary of the John Pennekamp Coral Reef State Park (in the Florida jurisdiction) and the Key Largo Coral Reef Preserve (in the federally regulated area). This encompasses an area between the National Monument and the Coral Reef Park/Preserve which is presently not protected as a habitat preserve; 2. To extend the seaward limit to the 200 foot depth contour line, instead of the 60 foot depth presently provided for the National Monument and the Coral Reef Park/Preserve; and 3. To include the bay portion of the Biscayne National Monument and Card Sound, so that activities in these associated inland water areas will be subject to regulations to ensure that they will be consistent with environmental maintenance of the marine sanctuary. This includes the area of Card Sound which is presently not protected as a habitat preserve. As a supplement to the regulations applicable to the National Park Service area in the Biscayne National Monument, it is anticipated that different regulations will be adopted for the ocean and inland water areas, directed towards protecting the coral reef system as a habitat preserve.
