This report provides guidance for creation and use of Cultural Landscape Reports. It begins by presenting a history and context of cultural landscape preservation in the national park system, followed by comprehensive instruction for the creation of Cultural Landscape Reports (CLRs). The CLR is the principle treatment document for cultural landscapes and the primary tool for their long-term management. Management and treatment decisions are based on the character of the land, its historical significance, and the anticipated challenges to preservation. The CLR can be used for maintenance, interpretation, and planning. The guide also describes the Park Cultural Landscapes Program and its role in the National Park Service (NPS). This includes a discussion of other policy documents that create a standard for historic preservation and cultural resource stewardship. The report identifies the development of the content and format of CLRs. The content and purpose of a CLR was first identified in the 1984 Cultural Landscapes: Rural Historic Districts in the National Park System. A need for standardization was recognized as fundamental to adequately incorporating cultural landscape research into a comprehensive park resources management program. This led to the development of the Cultural Resource Management Guideline in 1994. A CLR consists of three primary parts: Part 1: Site History, Existing Conditions, and Analysis and Evaluation Part 2: Treatment Part 3: Record of Treatment This guidance document outlines each section of a Cultural Landscape Report, with accompanying figures and examples. It also contains a glossary of useful terminology, defined in the context of cultural resource and cultural landscape management.
